MRM60 works ok on IS heavys (i dont have a tempest but i have a MAD5D which is similarish hardpoint wise (no ECM). Just load that with 60 tubes and 3-5 ERMLs depending on what engine you want and how hot you wanna run it. Use the ERMLs to finish or hit fast movers, and teh MRMs are your primnary weapon which should be firing non-stop unless ur about to cook.

Ohh and dont try to use laser puke on that thing, low/wide hardpoints coupled with lousy hitboxes makes it a risky idea regardless of whether you got ECM or not. If you absolutely want to use lasers try 6 ERML, a good number of heatsinks, and maybee some rockets or SRMs for emergency use (anything else takes too much tonnage away from heatsinks or engine).
