My stream and I noticed that the rocket launchers I had equipped were doing a significant less amount of damage and tested out why this may be so. the rocket launchers do their damage at 120m but in between 50 and 120 they do a significantly reduced amount of damage.

This is rocket launchers working fine here

And here are the two clips proving they are doing reduced damage.

is this as intended or simply a bug?

Intended.
Its been expressly stated on at least one patch note, as well as listed on Li Song's mechlab and Smurfy.

The goal is to prevent the "mass alpha one shot kill" of players and the cheap gameplay associated with "one shot wonders."

At less than 50 meters they do zero damage if I'm not mistaken.

He's talking about 50-120m, not 0-50m (where they indeed function as intended).

I've just been testing this in the Academy on the turrets but unfortunately I couldn't replicate his claim. I'll admit I have felt my aim is worse with rockets in live matches but I often put that down to the heat of the moment throwing my aim off. So if there is an issue it's likely server-client/hit-reg rather than broken game mechanics.

My data (for the curious):

Spoiler

Wow less damage 50-120 meters. I knew they did no damage at point blank range, although they should.

Use the testing grounds, use an awesome or atlas, record the total % damage from a bunch of rockets at 60 meters and 130 meters, tell us results

He means the dummy Atlas / Awesome that spawns on the testing grounds... have you ever used that option at all?
