my guess would be

when they look at the numbers the loss of arms
compared with loss of side torso's they don't fall in line

but of course with the loss of a side with an XL its death so the death rate for those Mechs
would be higher

so they will try to equalize these stats by hook or by crook

when it comes down to game play it wont matter much
but the numbers will look good

Piloted the trial Jenner in my alt. CT goes down real fast. I'd trade my arm for it any day.

Yeah, Im all for gradual changes. But seriously, its quite OBVIOUS that the Jenners need boosts to both arms and torso parts, not just juggle those structure/ armor boosts around like that.
