Or you activate v-sync (or in nvidia case, adaptive), though I'm guessing you are not using a 144Hz display
Also this is not even close to what OP wrote.
He is seeing lots of rainbow colors, that reminds me of an overclock gone wrong back in the day, so while most likely a GPU issue, too much heat or too much power draw will just make the system shut down.
Also I would've expected your GPU to throttle extremely before shutting down.

Might be the exact opposite issue
You have v-sync (or g-sync) on? On a display with a 60 to 100Hz range?
If it doenst need to render more than 60fps for 60Hz then it won't boost obviously.
If the card is maxed out, but fps is still low it's probably more the CPU throttling you
