Both the Clan and IS small pulse laser have received repeated buffs since the initial damage nerf. I tried breaking down the numbers on reddit a few months ago when everyone was losing their minds over a 20 ton side-torso farmer, but I just got downvoted.

In terms of heat efficiency and DPS the IS Small Pulse Laser is stronger today than it was pre-nerf. Clan SPL is still a little worse, but not nearly as bad as some people make it out to be. And frankly, the C-SPL was ridiculously good back then. Now it's at least only somewhat superior to the IS equivalent.
