You people never learn.
Does this idea have "overwhelming community support"? PGI will not consider requests from the prols without it.
Is this a "big change"? As you may know, PGI requires $250K, 2 RAND Corporation studies, a two year long vetting process, iterative implementation over the course of at least three months and more likely 6, probbably a round table or two and maybe a PTS, all to occur before even the smallest of changes can to be instituted into the game, and "big changes" are outright dismissed. So if you want a shot at getting this done, its going to take a while and you need to re-present your idea as a bunch of little steps that are more managable for them.
Finally...be very careful what you ask for. Based on precedent here is how this will likely turn out:

Yes, we know this is a big change, and there will likely be a series of hot fixes to work out the hick-ups, but players can now with a push of the button remove all of their CP items from all of their mechs. Enjoy!

"Um there seems to be a problem with the new CP items removal button. When I clicked it, it removed all my CP items from my account, not just from the cockpits of all my mechs. What do I have to do to get them back?"
