No, there's different niches to be filled, all they really share is the part where they are ballistic boats. The two fill completely different roles, such as the Bane is generally used as second-line, support mech, whereas the Piranha, is that hit-and-run and scout monster.

Really depends on the implementation. Mayhaps the UAC2 gets GH and or Bane/Kraken would have even more horrible mobility than the dire -- or the dire would have better mobility in exchange. I mean, its really about other mechs still being a choice, so the approach of buffing other mechs enough to be a different choice -- or having it relatively lacking on one aspect on purpose and have other aspects filled in by other choice, could be an amicable approach.
IS mechs are also generally sturdier, and in contrast a completely sluggish 100-ton clan-mech not only would be terribly dependent on positioning, is counterable by effective flanking. We see this to dire-wolf, i mean for a 100-ton, it's relatively fragile in comparison, and how many times have we sought Dires being left out in a nascar, or left alone when poorly handled?
Not a lot of people would cry that Dire Wolf as OP even if it can have around 20 hardpoints all at once, for a 100 ton clan mech that can effectively boat almost anything limted only by hardpoints. This is because DW is made to be hard to use, positioning-dependent, team-support dependent mech, and is apparently a relatively fragile mech for a 100-tonner in comparision.
All it has in it's name is boating AC2s (the Bane), and a lot of LRMs for Bane 3 (8 LRM15s, i can't figure why would you be even against that). Give it nega-quirks or be even more sluggish than the dire (or make dire better at mobility) and I doubt that a 100-ton even more sluggish monster, would be that threatening as much as what we have right now. God forbid, it has low cockpit like the XR that exposes much of it's torso.
And also adding to that, given the possible fragility and sluggish movement speed, uac2 builds are generally stare-down builds. While it can out stare people, it's not exactly going to par well with the alpha meta we have.
Well, it could be as OP as Kodiak Pre-Nerf, but post-nerf as it is now, it's just okay. Like i said, it's about implementation.
