Since ATM-3 isnt possibly a threat whatsoever at long range (considering even one AMS, ecm, or just plane sight lock) could they have the minimum range removed and their range taken to corespond with the short range and medium range missile types of ATMs?

Id say this could be considered with ATM-6. The half ton extra weight for ATM-6 over Steak-6 sort of warrents the avalible extra range of medium range ATMs. Plus, the homing method is considerably different.
