A little bit of both, according to Sarna. It's used for painting targets for guided artillery munitions like the Arrow IV Homing Missile, much like a modern laser designator paints targets for infrared guided bombs and missiles. Such tools would be really useful for siege and incursion, but kind of useless everywhere else, so I can see why PGI made it into an LRM designator for MWO. The presumably unguided munitions used in the air and artillery strike consumables can just be given grid coordinates over the radio. With the rangefinder and GPS equipped to every mech I don't see any technological reason why every mech wouldn't be able to just ping a location and have Betty transmit the information to allied fire support. I'd just like it to be limited to scout mechs because it fits their role and gives them more utility.
