I agree with Cado, PGI won't take the time to do something so specific. too many variables to factor in as well.

Once again, I already have the basic formula and it worked against multiple versions of MechWarrior games for 10 years.

We don't have to settle for Elo.

How to find mechs strength? Exactly like a players strength based on chassis.

Then ignore the two lines about meta, but not the rest. Folks that always run the same build should get less points for their games than those players that run the risk of changing mechs and builds. PGI could make a nice event out of this: win X matches with each mech a division offers and get stuff. That way PGI could collect a lot of that precious data they always claim to analyse.

Doesn't mean anything if they're ineligible for reward rank. If they're boosted that high but don't deserve to be there they will not stay anywhere near there after trying to get their 25 matches in.
