I'm not saying they can't, but they won't. It would mean creating a matchmaker, which sorts the players into population first. On top of current matchmaker functionality, so integrating those matchmakers into the then primary one. Which would mean a hell of a mess of code. Alternatively they need to write a complete new matchmaker.
MWO is in maintenance mode, which means only numbers and bugfixing. Well, and of course: would you like to buy a new mech?
