The fact that they are easily afforded via C-Bills, and the MC and C-Bill version are identical, completely undermines the argument of P2W.
The very definition of pay to win revolves around getting an advantage in your gameplay or chance of success in a game via methods only obtainable reasonably with real world cash transactions. Our consumables, as awful as they might be to the game in the big picture, still fail to fall within that awfully broad definition. Everything you can obtain via real money is easily obtained equally with just playing the game. You don't even need to try that hard. It is extremely reasonably obtained just by playing the game.
Now, if you load up on three or four or five consumables, and also choose to use them all every game, than that is entirely your decision, as well as entirely unnecessary. I'd even argue that by sinking so many points into that particular tree, you're actually hampering your mech and in game performance in other areas.
