Is Targeting Computers In Supply Caches (?)

I cannot find anything on the issue so I report it here:

I got literally dozens of clan targeting computers from supply caches, but not a single one from IS. Is it possible, that there are none in the mix and we get too much clan ones or am I just unlucky?

It's actually the same for me. PGI probably forgot to add them to the item pool for supply caches.
