Your mech naturally has structure. Say it has 30 CT and 15 on both ST's. It has quirks of +10 structure to the CT, and to +5 the ST. It now has 40 CT, and 20 ST, because of the quirks, right?
Assume you now get 10% structure skills.
This means your CT is now 40 + 4 (10% of 40) = 44, and your ST's are now 20 + 2 (10% of 20) = 22.

Thanks but that wasn't even close to what I was asking. Is the skill based increase applied in full to each constituent part or divided across each constituent part? Forget quirks for the moment, if I have 100 structure in each of the five different areas, and through skills I gain +30% Structure bonus, do I have 130 structure in each of those five areas or do I have 106?

I thought that's what my example tried to show, but yes, each component gets the full value of the % increase applied to it, instead of the % value divided by the number of components. It's why you should focus on getting structure nodes on mechs that have structure quirks, because the calculation is done as (base + quirks) * skills, instead of (base * skills) + quirks. Mechs with quirks benefit hugely from structure skills.

It would be pretty silly if the skill % was divided among components. I mean it's a good question, but it'd be a terrible design if it were made that way. It would be a pitiful bonus and the way it's worded wouldn't match what the average person would read it to mean.
