I'm getting a 503 - no server response. Is it offline, out of service, should I have already known this was going to happen?

Smurfy was truly a service to MWO players. Unfortunately with the decline of player base and it being more and more outdated over time, I fear it’s finally been taken down. Still much respect for its creator.
Fortunately Kill2Blit has a made a absolutely phenomenal online mech lab that in many ways transcends what Smurfy started. It’s called mech.nav.alpha.
He also regularly updates it with announced mechs, so mechs that haven’t even been introduced are on there for theory crafting. I will attach the link here shortly
If I’m being preemptive on smurfy, my bad. Either way I really like mechnav
Here ya go. Enjoy

I like the gui, but miss the mouse-over content. It was nice to be able to see what the effects of a given targeting computer had, for example.
I also miss the detailed weapon information.
The only thing missing (from both) that would have been truly outstanding would be the skill trees and their effect on the builds.

Its probably being updated with changes from the patch. I wouldn't freak out quite yet.

It has that, in the right column.
On the left side are the current chassis’ that you are looking at quirks

I must be blind. I don't see the text when I either mouse over or select, for example, a beagle or a targeting computer.

You click on it in the inventory column on the right. It should pop up an info window directly on the left of the inventory
OhYou need to have a mech selected and opened in the mech lab though for the inventory to be available/show up.

Oh ok I see what are you are talking about. I suppose he hasn’t implemented that yet but plans too, as a lot of the weapons do have the mouse over feature.
I’m on my phone and the site just like Smurfys is tricky to manipulate on mobile
