The original quote cited two games that allowed beyond max armor those being SNES MechWarrior (the mech sim not MechWarrior 3050) and HBS Battletech. Least I tried to backtrack all the references to what I thought was the earliest reference.

Just learn to aim and laugh at the plebs running streaks. Dual HGR means one dead Piranha 10 out of 10 times if you can actually hit the thing you're shooting at and it's not utterly useless against most mechs over 40 tons.
