According to your logic, the higher the tonnage, the worse the mobility.
But what is this?
High tonnage maneuverability is stronger than low tonnage.

Translation:

Heavier mechs are supposed to be less agile than lighter mechs. But if that's the case, why is the cyclops more agile than the marauder iic?

I rue the day the op discovers the night gyr. That thing traverses slower than old people ****.

Cause MAD-IIC has much better hitboxes than the Cyclops and has Clan tech advantage, therefore PGI opted to give the MAD-IIC bad mobility to keep it in line. PGI has been using low base mobility against top tier mechs for a while.

Is it PGI to blame or is it tabletop rules ?

True, but when a Linebacker's agility rivals the one of 35t mechs (mechs 2 weight classes lower, 30t lighter) you have to question yourself if you didn't overdo it.

Or when fast mediums like Assassins basically degrade all 35t mechs with better agility, better hitboxes, same/better firepower, more structure, more armour etc with hardly less speed

It is PGI's doing.

IS agility is higher than Clan agility on average. It's PGI's way of counterbalancing the tech imbalance without making them the same.

Compare all of the line ups and you'll probably find that IS tend to have more agility. Except for certain outliers, Black Lanner, Linebacker, Gargoyle, the Executioner. In their cases they were designed with mobility in mind. Though the Timberwolf was also desgned that way, but in it's case it was considered too good. So they chopped it off at the knees. ;o

to be fair the linebacker is kind of an outlire(sp plz?) in and of itself.

And in the Assassin's case, its actually a product of lore - " HEY THIS 35 TON CHASSIS IS AWESOME, BUT LETS THROW A HEAVIER ENGINE IN IT AND GIVE IT MORE ARMOR! YEAH LETS DO THAT!"... I mean basically all 40 and 50 tonners should be faster, more heavily armored and armed than typical light mechs because thats how they were designed from the get go by lore. The are supposed to be heavier scouts and or harassment mechs. Lightmechs are generally regulated to scouting duties in lore and light skirimishing with anything that isnt a mech (tanks, infantry, power armor, fortifications, trenches, armored vehicles) or other lightmechs. They really are not meant for mech on mech combat with lances of heavies and assaults. Unless we are talking about the Jenner, but thats a totally different animal altogether.

And all that honestly doesn't help the thing that much unless you're boating srms.

Most of the 35 ton lights need buffs. The Assassin doesn't need anymore nerfs.
