Coming in late on this one. I have never really used it or
Tried to understand what it does and how it works.
I bought the Flea -20 which comes with Stealth and Ecm.
So whenever I turn on stealth what is actually happening
And I also noticed the bar in the corner turns green and while
On stealth mode my heat doesn't go down until I turn stealth
Off. So what's the deal here?

Stealth armor makes it so other mechs cannot target you with a target box whatsoever as long as stealth mode is on. I don't believe there is any counter to that. It requires ECM to be equipped. While in stealth mode, you mech does not dissipate heat. That's the trade off. You can fire a few weapons but you can't stay invisible to radar forever. It's great for hit and run attacks. I've been annoyed myself with a little stealth Commando firing SRM volleys and running off before I can see him, especially on darker maps like Terra Therma, but not ones that you'd normally use thermal vision on. Wait, it might change the thermal view too? Admittedly, there's not a lot of stealth mechs out there usually. With the recent heat changes, stealth armor is still slated to be tuned because it's not balanced the same as before the changes and it was affected as a byproduct of the recent heat changes, but I'm not sure the details on what that will do.

Stealth armor can be canceled by hitting the stealth armored mech with any PPC type weapon, flamering the mech till it overheats and shuts down, or blows itself up.

All the advice so far here is accurate and on point. But be sure to also stay tuned to the patch notes for the upcoming months. As there will be some mechanical changes to Stealth Armor coming in an upcoming patch. It is tentatively scheduled for the Dec. Patch, but as it has not cleared QA at the moment, there is always the possibility of it being bumped to a later patch depending on if we find anything that requires it to be pulled.

The only ways I know to counter stealth in its current form is using thermals and spotting it, shooting it by chance or use a uav. other than spotting one moving about or recognizing a mech by its shape against something in the background like a rock or wall it can be hard to find. Narc might work on it but I don't remember the last time i narc-ed one if it worked.

Stealth armor actually shields itself from thermal sensors turning the 'Mech into the same ambient color as it's environment. Works better on some maps more then others. On something like Alpine or Polar you can still spot it relatively well in thermals, but good luck trying to pick it out with thermals on maps like Forest Colony or Bog.
Any kind of "Auto Detect" counters like BAP, UAV, or Sensor Sweeps should not counter Stealth Armor, you should still be able to stay undetectable.
PPC and NARC hits will knock you out of stealth by disabling the ECM, while TAGing an opponent will allow you to target it while it is under the influence of TAG (but it will not knock you out of stealth.)
Any kind of "Auto Detect" counters like BAP, UAV, or Sensor Sweeps should not counter Stealth Armor, you should still be able to stay undetectable.

Using stealth armor reminds of realistic battles in War Thunder. If your camo matches the map and you hold still sometimes people will just pass you by. It's pretty funny. I like to get all kinds of sneaky beaky on my Cicada. Though I may just get that Flea for maximum sneak.

I actually found it easy to spot stealth mechs with thermals on many more maps then the couple you stated, just by looking for the darker thermal spot against the background. Terra Therma, Caustic Valley, Frozen City, Forest Colony, HPG, in addition to the maps you pointed out.
