Tech base? Desired playstyle?

Your question is too vague.

Best Heavy?! Well kinda comes and goes but the strongest at staying always playable is the Hellbringer. While some other heavies do somethings better or better stats, but the Hellbringer is always playable due to decent weapon mounts, decent weapon placements, ecm, and its a clan heavy so decent speed and clan weapons.

So you probably have one just play that till you find something more concrete due to all the changes.

They can run 4x ERLL for long range sniping. You can always use 2x ERLL + 4x or 5x ERML if you're not happy with the regular HLL + ERML build. But yeah, it's all about the lasers. It doesn't have that much tonnage to spare, but lots of slots, making it ideal for DHS boating and, thus, lasers.

You COULD put a variety of different ballistic or missile based weapons on the HBR, but it just does not take to them well.

Laz vomit is the strongest suit of the HBR by far.

( and now comes the anecdotal "I once did 1700 dmg in Tier4 solo que with a LRM hellbringer" post)

There's the possibility of tossing a pair of UAC5 in the right torso, let's you back it up with ECM and a bevvy of ERSLs. Running it as LRM or ATM support is also an option. Not a top tier competitive build, but it can still work. Laser vomit is definitely more popular, and probably more consistently effective. But if you plan on solo-Qing it, play what you like and find a way to make it fit in the chaos.
