This would be the main issue as the single thread power of this cpu is lower then say the high end intel cpus.
There is nothing you can do to make this use more cores. This engine was made when 2 core cpus were top of the line

I'll postpone the purchase until I find a different favorite FPS online game to play.

You just need a Intel i5/i7 overclocked past 4.6ghz+ and anything equal or better than a GTX 1060 and you can easily maintain 100-144 fps for this game (except maybe Solaris City, and forest colony, those maps fps dip into the 70s-80s). I use a 144hz monitor and will never go back to 60hz

Thanks for the suggestion but I already overclocked mine from 3.4 to 4.2 ghz, and I don't want any more than that. Any game from 2012 that requires more than that is not worth my time. Might as well revamp my whole rig if that's the case.

All you can do is overclocking a bit
Though 1st gen Ryzen just dont clock very high and if I remember correctly from back then the 1700 line does not make it quite to 4Ghz many times (as better CPU's got binned by AMD for the Epic and Threadripper)
Every 100Mhz you can squeeze will help.
And secondly running your RAM at 3000/3200 does improve performance with a Ryzen.
Memory speed is tied with the speed of the infinity fabric in the CPU itself.
So 2 things, CPU more frequency, and RAM -> more speed, even if you have to loosen the timings on it as the speed of the RAM is more important for Ryzen.
And that is about all you can do.
This game is just unoptimized and 6 years old.
I bet MW5 would run quite well on your system.
Also I saw you're post in workarounds, desktop or laptop?

But then I read a lil and rather than building a entire new rig for minimal improvements, I decided to stick with my FX based system and just upgrade the video adapter.
FX 6300 @ 4.2 GHz w/ 16 Gig, 1000 MHz - DDR3 Ram & a XFX - RX 570 w/ 8 Gig GDDR5..
And everything runs nice.
Even MechWarrior Online!

Yes I always go with I7 over any other... if I were on a budget I would go no lower than an I5. I'm not an Asus fan I've had nothing but problems with that brand, however most everyone else has no issues with them and they are considered by most as top of the line.
Edit:
I just clicked the link, I am not a fan of Laptops In my opinion they get way to hot and degrade much faster than a Desktop. With that said many people like them.

That laptop will bottleneck severely, granted it does single core boost to 4.0Ghz. I think you're actually better off finding a laptop with a i5 8300h in it instead of the i7 8550. The i5 8300h is actually a better processor, both of them are 4 core / 8 threads.

Not all 8th gen i7 are the same. Like Vxheous mentioned there are H versions of mobile i7 and those are higher powered ones that you would find in gaming laptops. Less battery life but better performance. There are also Y versions which use even less power than U but are less powerful. I would go for a H processor if you will have it plugged in most of the time, U if you would actually be running on battery a lot.

The one you linked looks like a decent everything computer. I don't know about prices in that area but using that version of newegg with a 8th gen i5/i7 and 1050ti/1060 filter and sorting by price looks to show some decent stuff. If you want to go more gaming oriented.

Stuff like
i7h and 1060 but smaller ssd at about same price

Cheaper but less ram and no ssd, but optane and 1050ti with i7h

the 2nd one looks really promising. 6 Core i7 8750H with 4.1Ghz boost, and a GTX 1060 6GB, if it's the same price as the other one, the MSi is a no brainer
