Throttle decay on= gas pedal style. press it you go forward, stop pressing it, you don't.
throttel decay off= throttle position style. set your speed to where you want to go and leave it.
The former is the best option.

- Disconnect external controllers
- Make sure throttle decay is on and your throttle is set to 0
- Disconnect all peripherals (inc. keyboard and mouse)

Are you using any numpad keys for any reason?
These, including zero, are assigned to set specific values for your throttle.
By numpad I mean the keys to the right of the arrow keys.

The best part about using Full Ahead with throttle decay disabled is that you can type in chat without stopping. It's the one thing I miss when using my Thrustmaster throttle for speed control, as MWO will kill your speed with a controller when you use chat.
