So when are we going to be able to put jump jets on Inner Sphere hunchbacks and not just Hunchbacks iic's ?

Signs point to never. PGI has sometimes adjusted the number of jets available to a 'Mech which already had them, but to my knowledge they've never added jets to a 'Mech which didn't have them before.

It's not such a bad thing though, really. If PGI gave the IS HBKs jump jets, they'd likely also reduce the durability and weapon quirks on each variant they added jets to. Since the HBK has a good peeking profile already, it wouldn't benefit as much from gaining jets as it would lose from having its quirks reduced.

Why would they? You already have the Shadow Hawk - which at its' core is an IS Hunchback with jump jets - and the only canon Hunchback variant with jump jets was the 5S, which would require PGI to implement crit splitting to be possible.
