Well, 4 people playing together will roll over 20 people not playing together. It may not sound like much, but the only way to beat that strategy is for more players to band together to take them out, which I have never actually seen happen. First of all it takes a while for people to realise it, and then you may not get the remaining people organised fast enough to matter.
