I personally don't have a lot of experience with streaks, but those are two scenarios where I think he may have been able to target you.

If you're in stealth when you're tagging others? Because your ability to target while in stealth is severely hampered (can you target at all?).

Technically your tag is working. In this case, two things are happening:
TAG is successfully hitting a target and there for condones TAG benefits for all team members allowing them to get a boosted sensor lock against the target.
Active Stealth armor puts you into a "Low Signal State" as if you were under the influence of enemy ECM. (A property adapted from the lore but kept for game play balance reasons.) Low Signal sensor states disable your ability to acquire weapon lock-ons.
So your tag is still working, specifically for any team mate in the vicinity that can benefit from its boosts, but you cannot capitalize on Weapon Locks from TAG yourself while the Low Signal state disables your ability to gain weapon locks.

A game mechanic that prevents you from using your weapons is not fun.
Its in the same vein as 0 damage deadzones on PPCs/ATMs.

If that was the case then normal SRM's and Missiles would not even be a choice.. do you want a hard lock on with dumbfire or just plain dumbfire, I would strip a bit of armour for the Streaks then as default.
Choice is do you want locking missiles that can be negated with ECM or have missiles you can still aim and fire at what you see?
My opinion tho

Uh, here you go again.
If you want dumb-fire, use SRMs.
If anything, ECM should be able to counter Stealth Armor when in Counter Mode, this would make stealth-lights tread more carefully, likewise ECM users could go into the offensive. It's not like 120m is easy to get in anyways, you're better off shooting a PPC if you want Stealth-Armor counter at a range.

I thought with a tag targeting a stealth mech as well as having a probe would allow me to target a stealth mech? If not then the streak crow has a serious gaping hole in what I thought would be anti light duty... hummm.
