The "Inner Sphere" as we're referring to is the area of space controlled not by the Star League, but by the ruling houses fighting over who gets to be the next ruler of the entirety...hence, Succession Wars. You know, that period of several hundred years where everyone in the Inner Sphere tried to bomb each other back to the stone age? The period where technology and production were eliminated until the Gray Death Legion discovered the Brian cache you mentioned?
During that time, the Clans actually improved on Star League designs. That's what happens when you don't lose the technology in the first place. The cERPPC was an improvement that added 50% to the total damage output of the Star League ERPPC (note that it was 15 points of damage, not this splash nonsense PGI came up with).
So far, in this thread, all I've seen is improvement suggestions to the IS line of PPCs. How to make them more powerful than the technology that's supposed to be better, lighter, have further range....all at the cost of additional heat. If that's the point, then I don't see why they don't just come out and ask to have the damage doubled, the heat halved and the Clan ERPPC be nerfed further than it already has been.

So...HPG communication technology devolving into a semi-religious order (IS) versus the ability to produce HPG stations (Clan) isn't representative of the technology disparity between the two factions. I see.
