Core ruleset violation and would diminish the plasma rifle in the unlikely chance that weapon is ever added.

A. Technically lasers should also heat up the target because they are literally melting armor off. Melting mech armor kinda sorta requires very high temperatures on the surface being affected...PPCs and lasers not heating up the target is for balance reasons.
B. The Plasma Rifle weapon fulfills the role you're looking for...but admittedly PGI will never add it to MWO (or anything else really).
