Let's say that you get stuck in a car in a flooded area, the engine dies, can't get the windows down, and the water is getting higher. Note, this won't work if you go splash in a pond or lake, but is intended for accidently driving into high water.
Remove you shirt, or get a spare shirt and wrap your hand. Take hold of your seatbelt connector tat is part of the seat strap, and use the metal flange to break the window so you can escape.

Headrests of car seats are detachable, allowing them to be used to break windows.
But if you drive in an area where there is flooding, creeks and such, best to have actual tools in the front to take care of breaking windows, cutting seatbelts, etc.

i usually just get the bear pistol out of the glove box.
of course where i live you would likely die of hypothermia shortly there after anyway.
