The majority of those are various Loyalty and Steam 'Mechs.

This 'Mech has never been offered by PGI in MWO. My guess is that this is an unreleased variant found in game files. Or pehaps this just a fan 'Mech.

Variants, yes. But you can not visit the shop and buy CN9-AH(L), for example. That's why it is designated as "Non Purchasable".

In terms of gameplay, the CN9-AH(L) is the same as CN9-AH and the same goes for the other loyalty/special versions.

Sure, the set of hardpoints is the same. But it is the unique livery and bonus that make the 'Mechs special and "Non Purchasable".
This special livery can not be bought in the MWO store:

I'm one of the few that didn't get support to remove the extra Cent-AH(L), named them Bill and Ted.

Because KDK-3 is the single least mobile mech in the entire game and the skill tree values for mobility are multiplicative with the base parameters?
https://docs.google....Pjsg/edit#gid=0
KDK-3:
Accel Decel Turn Twist Yaw Pitch 6.2 11.0 30.4 54.0 60 16
At the maximum, you can put acceleration to 7.719 (still worst of any mech in the game), deceleration to 13.695 (minimally better than an Atlas), turn rate to 39.52 (barely in line with the base for other Kodiak variants, worse than Atlas), twist speed to 70.2 (worse than Atlas and the other Kodiak variants), Yaw to 66 (only better than the Dire Wolf) and Pitch to 17.6 (only better than the Atlas).
That costs you 35 skill points - points that won't make your any mech better at killing the enemy or surviving for longer. Basically you've wasted them on polishing a ****.
