Is Nexus Mods the only place to download MODS for MW5?

For now, I think yeah. It's just a trusted place to get mods from. I don't know if ModDB hosts any of the MW5 mods.

Took a look at ModDB, and you are correct.
For some reason, Nexus has it locked down.
