Wondering if this is normal, and if it indicates a GPU Bottleneck? - I always thought this game was more CPU bound, so I'm not sure what's going on here.
Ryzen 5 1600, RX 580, 16Gb DDR4 3000MHz.
MY CPU usage is usually around 16%, but GPU usage is almost always at 100%.
AT 1080, and both Virtual super 4k the same results... confused... does MWO just hate AMD graphics?

Pretty much. My system is a 2012 amd system and it gets at best of times 45-50 fps on solaris which is the worst map for fps. My cpu is an 8 core 32gig system ram and a 8 gig 580rx. For the games I have it works fine for gaming and I'm hoping it can get 40fps on cyberpunk once it comes out.
Changing graphic settings to med or low is the best way to get some fps back other than system upgrades or a new system. I don't think anyone should go get a new-er system just for mwo. You'd be surprised with the pawn shop level pcs and laptops you can run mwo on at 30-45 fps.
The most common to drop graphic settings are particle effects,textures and shadows. I also turn off the lame cockpit glass and monitors of cockpits. There's all sorts of threads under the hardware thread on own to change more things on your system and things in a user cfg that more nerdy people have done.

I run fxaa. But i have 150 FPS...
I would absolutely disable this as one of the first steps. U don't see much difference.
But I wonder that your gpu usage is so high. In general mwo is single core,speed single core speed, single core speed. In this order. Your rx580 should be plenty in fhd.
How are your avg. fps? Don't mind frame drops every now and then. MWO isnt rly the best programming work.

Yes, setting for MWO is confusing. CPU intensive and then having a Nvidia GTX 1080ti, Ryzen 5 2600x, 16GB ram (3200) max settings and still get crappy graphics in MWO. Some polygons flicker during play. Although my GPU is not at 100%. I get 36 degrees during play 75 FPS, but while waiting, goes to 250 fps (temps at 50 degrees). When MWO came out min requirements were WinXP, but noticed now they changed to Win 7. I can never get a good perfect MWO setting. But in DCS...my system does great, and DCS is awesome graphics.
