If you can implement AI for cheap, pitch that to PGI. You'll make AI mechs work in MWO for X $ in Y month, and if you fail you don't get paid. They won't be able to refuse.

I very much doubt the issue was ever money for PGI. We need only look at the way the reigns have been pulled to steer the horse to realise that. Look at S7 for example, not exactly a success. Improving the game modes and AI would have been easily within the scope of their development capability had the decision been made to do that. Look at the MW5 AI mod for example - that guy clearly demonstrates the ability to develop high level AI to drive 'Mechs. I think PGI got it right with the way MW5's AI uses the blueprint system for modularity. Porting that over to MWO is only limited by the desire to do so. As for whether or not I would dare to brashly answer your challenge - yes, I could definitely write the code. No, I won't offer to do it because I have a well paying job with an exclusivity clause.

Ummm, it's not a challenge, you know that PGI doesn't have a cryengine dev and hasn't had one for years right?

You'd think they'd have figured the internals out by now, if they thought it was a priority. Sadly I just don't think it has been, and that's why we don't have a co-op mode.

I don't think it would be interesting enough to be a stand-alone game mode, more an additional scenario for Academy, so no revenue opportunities or potential to increase the player base. Probably doable for 100k, still a hard sale.

Well, at least it's something to do for distraction. I could see it working as Scouting and Invasion PVE.

I don't think there is something you can do under 100k that will be impactful for the game.
