Engines should affect the max speed and acceleration/decelerations. Keep the torso speeds de-synced, and those can be adjusted independently.

It makes absolutely no sense that engine size does not affect acceleration - that is the primary thing it should affect. The engine rating / mech tons ratio should be the metric for accelerations. It should be scaled such that 20 ton mechs do not accelerate from 0 to 150 kph in under a second, and on the other hand 100 ton assaults can break from 55 to 0 in less distance than a freight train. Accel/Decel in general need a big fat nerf. Torso speeds need some buffs for some mechs.

This makes more sense too me ^^
