I've got tons of hours played but I bounce from tier 5 to tier 3, depending how seriously I have been playing. So I'm not a top tier player but I have been playing for over 7 years. Just wanted to put that out so you can weigh my comments accordingly.
I feel the devs didn't take or have the time to redirect their efforts to correspond with what I'm reading is called the Gulag. They haven't sent out any real update in 1.5 years. I feel they took things that could be easily accomplished and were probably already in the works and made them into an update. As a software dev it makes sense to me. To get the ball rolling you kick out some of the low hanging fruit.
In regards to the actual changes, I was really unhappy with them... at first. My first few matches in PPC based builds I have had reasonable success with were trash. A friend of mine that is also a very skilled player, and much better at analyzing the situational use of weapons then me, helped me work out some of the kinks. My last 5 matches in a PPC based build were all good matches with me gaining PSR. I adjusted my mech and play style to fit within the new parameters. This really helped me see that the devs DO have a goal behind the changes.
Do I love the changes? Not really. Do I think they were the changes people wanted to see? Not really. But I think it's forward momentum on the game and I'm more then willing to give the devs some breathing room so they can show that this is just the first step, even if it's perceived by many to be a wobbly one in the wrong direction.
