Bind view port to mouse position rather than torso/cockpit/targeting reticle

The cockpit view does not track the circle. The arms do. The circle targets the enemy. Similar to fighter pilots. when they target the enemy usually they do not move their head. Unless your a black hawk pilot and are aiming the machine gun under the fuselage.
