Q: How do you shoot down UAV?
A: Easiest way is to press "H" for Heat Vision, and look for what stationary dots in the sky.
When you spot one, move your targeting reticle directly over the UAV white dot.
When this happens, the "range" changes from infinite [sky], to 600 meters as an example.
Shoot the enemy UAV, might need a few shots depending on your weapon type/range.
I personally prefer lasers and longer range PPC for UAV kill.
(Optional: depending on how high your UAV white dot is, you might also need to press [Left_Shift] to unlock your arms.)
Finally, try not to run around 100% of the time in Heat Vision; you cannot see the 'smoke' pre-alert from the artillery strike per se. Good luck!

Another variant if you don't or can't use Heat Vision:
Look for brightly blue dot on the sky, it's much brighter than the sky itself like in the video below.
If it doesn't have a team mark - you're permitted to shoot it, like w0qj said.

I often find I hafta unlock arms. Also, even making sure my distance switches from Infinite or whatever (Sometimes There's a mountain or something behind the uav, but still you can see the distance from reticle change,) I still find ac 5s and 10s to be a poor option for hitting uav. They just miss for me. Lbxs work okay, but the spread means I usually hafta fire a few times, where as lasers,ppc and gauss are just good to go.
