Actually, you're just looking for the extra extra special variant with the clan clan lrms. Though, if it becomes available for cbills, I'm not sure whether the quirks will stay the same.
So what you have to do here is put a saddle on top of the mech and have light mechs pull it around. Also, have a laser pistol sidearm as a backup weapon in case you run out of ammo. Also, have some more light mechs load the ammo into it and hold it in their hands. And, almost forgot, have 5 light mechs hold 2 double heat sinks each (one in each hand) up against the mech to make it viable.
This approach is similar to how you make a 20 ton mech with a 400 rated engine (XXL). You just put legs on the engine and a saddle on top. Use a laser pistol for your weapon. A handheld fan should provide sufficient cooling and the 400 rated engine already comes with 10 heatsinks by default, so it's viable.

hip turrets should be the thing. chin turrets, crotch turrets even. legs should have an option to have a hip turret actuator for mounting single slot weapons. this is a 2 axis turret and the weapons would behave as if arm mounted this might cost a slot and a half ton. you can also install a fixed hip mount which stays torso aligned and doesn't cost a ton. the chin/crotch turret would be the same deal except in the ct (and the latter might resemble a mech johnson).
but the grognards and tryhards wanted high mounts and pgi wanted unrealistically steep hills.
