October Patch Quirk Confusion

In PATCH NOTES - 1.4.247.0 - 19-OCTOBER-2021 KGC-001 and MAD-4L received ERPPC HSL +2. However neither mech has more than 2 energy slots. What is the point of this Quirk? I'm clearly missing something fundamental.

Standard and heavy gauss rifles are in the PPC/GR ghost heat family.

This quirk lets you fire some ERPPCs and gauss rifles in combination without generating ghost heat.
