Factions have no functions since bucket merge. So no one cares.

Welcome back to MWO, let me try and fill in the gaps as best as possible.
Ignatius is correct in that individual Factions really don't matter anymore (as far as gameplay goes).
The reason is - rather than multiple queues/battlelines in Faction Warfare popping off at once, there is now only one conflict that can be joined at a time. This conflict takes place between two random factions (Typically IS vs. Clan.). Liao is never guaranteed to be fighting at all.
The reason for this is because not enough people were playing FW, so queues needed to be consolidated so games would kick off. With the game regaining ground and improving quickly, there may be room in the future for more queues, who knows.
That said, House Loyalist merc units were supposed to be a thing in MWO at one point but I think that may have been walked back, set aside, or never touched. In other words, there isn't a great amount of support for them in game. Most loyalist groups that I knew of largely died out - but some are coming back slowly with MWOs return.
If you just want a Liao unit just for the nostalgia/immersion aspects - I'm sure there are other Liao purists around somewhere who might have, or might be interested in creating a group.
Some units exist that are IS only or Clan only if that interests you (mostly for tech base reasons).
