So the targeting computers list three different values for crit chance increase. What do the three different values mean?

It means the crit roll.

Are you thinking of using big Targeting Computer (IS TC1 to TC8, & Clan TC1 to TC7) for increased chance of critical hits?

Short answer is, do not do this. Reasons:

1) TC1: sometimes used.
Most players (especially T1 players) equip at most TC1 literally for faster enemy paperdoll popup for targeting enemy vulnerability, such as a weak RT (Right Torso). The very slight increase in critical chance hit is not worth its TC1 weight.

2) TC2: rarely used.
Slightly faster enemy paperdoll popup, and slightly faster projectiles.
The very slight increase in critical chance hit is not worth its TC2 weight.
~By not using TC2, you can cram more weapons in, more DHS, more ammo, etc.

3) TC3 and above.
Extremely rarely used, if at all.
The slight increase in critical chance hit is not worth its TCx weight.
~By not using TC3, you can cram more weapons in, more DHS, more ammo, faster engine, etc.
(Get the idea?)

4) Targeting computers do not affect LBX autocanons, which has its own increased critical hit chance built-in when used on bare mech components (CT, LT, RT, arms, legs, head) with no armor anymore.
ie: LBX autocanons have built-in increased critical chance, without any need for Targeting Computer!

5) For above (4) reasons, if you wish more critical hits, use LBX autocanons and no Targeting Computer, concentrate on surviving and conserving your armor. During the 2nd half of the game and especially during brawling, that's when your LBX build is worth its weight in gold, when almost all enemies have some part exposed with no armor!

Basically you search for popular ballistic builds, and swap in LBX autocanons instead, and voila, you have your LBX build mech!
