Why Is Tax Double Charged On Steam?

When purchasing through the site, it says tax is included (e.g. $100 MC pack is $100). But when purchasing on Steam, it's the same price, except they add tax on top (e.g. $100 + $8). Why?

Taxes are based on the laws where you live. Many places do not pay them, some places do.

How do you even buy anything through steam? there is literally nothing to buy on steam outside of the Solaris Pack..
