When it comes to boating, even in QP in most games you are better off boating and focusing on one weapon system/damage type with a handful of exceptions. LRM/ATM at least on clam can usually afford to bring 5-6 ERSLs or 3-4 MPLs and has the tonnage usually to afford it without sacrificing primary offensive ability for short range anti-light potential. SRMs sync very well with LBXs (those are both brawl weps and let you avoid SRM ghost heat past 4xsrm6). Dakka syncs well with PPCs for boosting alpha and the velocity is somewhat similar and both are essentially projectile weapons.

So plz, dont try and get new people to go for intentionally mixed builds as they are usually inferior especially as the tiers go up.

Anyways, to answer the question the OP had, i would rather have 2 HPPC (although 3 regular PPCs costs just a ton extra and gives you better ROF and at least some damage within 90m and the SHD has the hardpoints to have 3 energy in the ST). The reason i dont recccomend the snubs is the short range which is fine when mixed with brawl centered weps like ac-20 or SRMs, but lacks versatility for anything but brawling. So yeah, if i had to choose id rather have the 2 HPPCs and be able to engage up to ~900m with range skills for some dmg then be forced to brawl on a mech that has superior brawling options like the SRM and MPL build if thats your thing.

No, no, no. Why would you spend tonnage on a weapon system you don't intend to use except in emergencies? This is what people don't understand about LRM mechs. Don't add small lasers that you can fire INSTEAD of LRMs, use ER Mediums that you can fire IN ADDITION TO LRM's. They deter lights pretty well AND they amplify the damage coming from your LRMs when you're under 500 meters from the target... which is where you want to be for locks and missile travel time.
