With the upcoming quirk changes it should do better.
HTM-SG:
Added 10% Range
Increased Cooldown to -10% (from -5%)
Increased LBX Spread to -20% (from -10%)
Increased Missile spread to -15% (from -5%)
Increased heat to -10% (from -5%)
Removed 10% Ballistic range

It got +20% velocity, +10% heat dissipation/range/cooldown and 5% missile spread buffs. There's no other LRM boat with so many good quirks.
A for frontline mech, it's too big and slow for it's weight. Hatamoto is same size as Atlas, it's very easy to hit CT.

27W can carry triple AC5 OR triple rotary 2 OR double UAC5 in it's ballistic hardpoints for a solid damage foundation if you want to do ballistic stuff otherwise it doesn't really do anything the other variants can't.It has a large amount off Cooldown for ballistic weapons though so I'd recommend doing AC's since rotaries do not benefit from cooldown at all and if you skill into cooldown on top of the quirks the AC5 gets down to almost the same firerate as AC2's. It's kinda nutty. Also it has a jamchance quirk making the UAC's slightly more reliable.
The hero isn't anything special as far as I know, don't have one myself but if I had to build one I'd probably run quad MRM10's and double UAC10's for big upfront damage and just pray the UAC's don't jam the first time you double tap.

PPCs are bad, they are too hot. Hatamoto has energy slots in arms, which are low and too wide. Low arms slots are most effective with close range weapons.
Rocket Launchers are meme.
If you want to fight at mid range, HTM-28TR with ECM, 2 MRMs40 and 4 ERML is solid choice.

As I said: FUN-BUILD
And PPCs are cool, best weapons in BT considering their damage\tonnage ratio (ERs more so, surpass even the bulky, slow Gauss).
I personally run a HTM-27T with 2xLPLs + 2xLRM15s backed by AMS. Pretty solid if you could remain close to your lines because using the lazors also get the lock. Hatamotos could be swift make them excellent lurmboats (lurming is not equal with stay behind waiting fer locks).
