Do you lose quirks on an omnimech if you say lose a side torso with that quirk or do you lose the set of 8 bonus when you lose one of the 8 components?

AFAIK you lose neither individual pod quirks, nor So8 quirks when you lose components.

My one friend says he had a problem that seemed like it he said his guass slowed down when he lost one... I think he was in a blood asp prime.

The mech itself will lose speed if he loses a side torso...
I don't think his cooldowns are effected, but you could go into a private game and test it with him.

You can sorta test that yourself:
Make a private lobby with your friend, fire up the Mech he used and destroy the part that was destroyed and see if somthing changes - probably most easy with range quirks.
Destroying a side torso will afaik drastically reduce heat dissipation regardless of other quirks bcs you have a damaged engine with equally damaged heat sinks.

your 'mech also wont run faster or jump higher after losing an arm or depleting ammo
