They made it OP in the beginning for some reason. Guess they wanted a reason for TAG and NARC to exist? If BAP was the counter, everyone would just carry BAP on their mechs and ECM would be worthless because it was always countered.

It does counter a single ECM if you're close enough to them for the effect.
Mechanics and balance obviously have to be different in a real time first person game with skill based aiming compared to a turn based top down board game with luck based aiming.
(Just as an example - the lack of red box advertising your position is probably the main benefit to ECM in MWO. How useful would that effect be in Tabletop, where you can see all your opponents minis and have no need to react under pressure?)

i liked living legends where everyone just ran passive, you didnt chase boxes, but mechs.
