I've put some thought into Legends, and this will be my suggestion.
I think this quirk list would allow the user to create a few different outlier builds without making it OP.

Locust

1 Energy Hardpoint in CT.
1 AMS in RT.

Base Armor CT +8
Base Armor LT +8
Base Armor RT +8
Base Armor LA +8
Base Armor RA +8
Base Armor LL +9
Base Armor RL +9

Energy Cooldown -63%
Range + 20%
Velocity +20%
Laser Duration -50%
Heat -15%
Overheat Damage -50%.

Obviously, this is a variation on the Locust 1V, removing the ballistic hardpoints points and further specializing in the single energy hardpoint for a Snub or ERLL.

After skills, this would allow a single snub to fire 1 bolt per second, or reduce a single ER large laser's duration to 0.5 seconds.

If you want, you can call it the Locust feeWAIVER (LCT-fW). It's okay, I won't mind.

No, it's closer to a 1V.
I wouldn't use a 3S for a snub, when I could use a 1V.

With a skilled 1V, you're firing a snub every 1.52 seconds.
With this Legendary Snub Locust, you'd be firing every second- which is a considerable buff, but it's still just 1 snub so...

You'd still have the 1V if you want machine guns, and you'd have the 3S if you want missiles, but the Legendary would specialize on 1 energy hardpoint only. It would become the defacto Snub Locust.

I suggest the heat buff to help mitigate the faster firing rate, but it will still get hotter faster than a 1V or 3S.
I suggest range buffs for quality of life, because again, it's just 1 snub.

I suggest the laser duration buffs to give people options.
I personally would use a snub.
You could do large pulse, but I feel like that's pretty antiquated when you can have a snub for a 1 ton less.
... but 1 LL or ERLL might be nice with a faster cooldown and shorter burn time than the 1V can offer.

Anyways, that's my best suggestion at the moment..

I can only hope that they don't build those Legendaries in such a manner. Creating something as a "defacto [insert build/weapon] variant" isn't really a good design / balance decision. Your idea essentially would force that Locust into Snub PPC, LPL, LL or erLL. with also extremely few "gimmick alternatives" like Light PPC or MPL in a potentially underweight 20t mech. That's imho far too narrow as scope. I could see removing two of the four ballistic hardpoints and the RoF quirk and maybe the HMG ammo quirk to justify the additions to energy cooldown, range and energy duration but that would still leave me under the impression that there's no true (new) "outlier" quirk in there because you simply made the existing "outlier" (that is needed for basic bala⁸nce) just slightly larger just to give up on the already narrow weapon alternatives.

Given that the 1V already isn't effectively used with machine guns, all the best builds are about maxing out the quirks for the energy hardpoint, you are basically just making a better 1V

That seems completely pointless, why not just argue for a buff to the 1V instead?

Personally I find LPPC plus 4 MG a quite fun build, so I wouldn't necessarily mind some of those energy / cooldown quirk increases but certainly not at the expense of removing the mg options and quirks entirely.

I see it as being like the Grid Iron/4G, uber quirked for a single type loadout - which in the case of both doesn't even make sense given the hardpoints. In the GI's case it went from a decently performing medium to extremely meh (to bad if you can't get into the charge guass mechanic).

Seems like a great idea until PGI and the Cauldron decide that they don't like Snubs/LPPC jamming their ecm all the time, then you have a mech that will only be effectively a LL runner.

With the 1V you would still have option to use multiple mg and energy types, including any new weapons they may release.
The Legend would be highly specialized for a very specific and unique play style.. is that not we expect from "outlier quirks"?

I want a locust (or flea) that can mount jump jets.
