I got the girl with chopsticks in her hair in a Supply Cache, so it does happen. Free decals are rare and random, though. Perhaps as an event prize, but it would be hard to think of an event with face prizes. Skulls, sure. Faces? Hmm.

And even if it's a little difficult, this event ends in one day. There must be a purpose :).
