Apart from that RACs are near useless most of the times => time to "warm up n fire", facetime, jam...

RACs have incredibly high DPS and cause a severe amount of screenshake, which means that they kill non twisting/ evading enemies fast and in a very 'upsetting' way.
The drawbacks of damage spread, constant facetime and spin up delays mean that they are basically hard countered by enemies peeking from cover, and this tends to make them extremely situational in high tier games where people make fewer positional mistakes.
I dont see how its possible to balance weapons for all skill levels. Its already the case that LRMs and RACs are usually bad picks for T1 games, and seem to be seen as OP in T5.

Those whom not care would continue chipping you into pieces but still worth a try. I also T5 but not found RACs as much a trouble. Use them is more troublesome I may say. Higher tiers usually devoit or RACs - I see only one instance one used RACs in a T3+ match (it were me and died swiftly)...

The biggest disadvantage of this weapon is its inability to fire quickly. You can easily kill them by hitting and running in a corner.
The initial fire rate is too slow.

Anyways, RACs are great pressure weapons -- if someone is targeted by RAC's they tend to ignore pretty much everything else trying to get out of the line of fire. So knowing that you just need a single RAC/2 to effectively push people from where ever it is you need them gone from.

I prefer someone shoot a RAC at me over a handful of UAC's. In the right hands a UAC can be both annoying and very effective.
