Overheat Damage Reduction Skill Not Functioning

The new skill seems to be non-functional for either powered-down or override heat damage.

The bug seems to occur regardless of mech or map.

Reproduction was simple. Remove the skills of Heat Gen, Cool Run, Heat Containment, and Skeletal Density for the test mech. Load the mech with weapons for substantail ghost heat such as ER Medium Lasers or ER PPCs. Go into Trial Mode, fire the weapons, record time to destruction. Repeat as necessary to create a control group. Assign the skill points to the mech. Go into Trial Mode again and test again. Compare. Same time to death indicates that damage taken is unchanged. If damage is properly reduced by 20%, it should increase time to destruction by 25%.
My setup to test override heat damage requires finding a set of weapons that sometimes destroys a specific component in a tic or two of damage without the skill, then repeating the tests with the skill and comparing destruction frequency. "Sometimes destroyed" should be saved by the damage reduction.

does this mean Overheat Damage quirks are nonfunctional as well or is it just the skill

Note that the damaged component is chosen randomly.

thought it focused on sections that had engine or heatsinks installed
