I just realized... If I am firing a C-ERPPC at an enemy and aiming for CT, it will have 5 points of dmg "splash" into a neighboring component. If I am attempting a headshot, and hitting just outside the hitbox, there is only a 20% chance of splashing the Head, no? So why would the PPC Splash damage apply to the LEGS if I just missed the hitbox for the Head?

No.
If you hit the CT, 2.5dmg are dealt to both ST.
If you hit a ST, 2.5dmg are dealt to the CT and 2.5dmg to the arm.
If you hit an arm, 2.5dmg are dealt on the ST.
If you hit a leg, 2.5dmg are dealt to the ST.
Same for the snub nose PPC.

Im pretty sure wherever it hits, it does full damage (within effective range) the splash though is supposed to be a smaller percentage of the total damage, could be wrong though.

The table referenced shows that it is possible that you could hit a body part that only has one neighbor and therefore only does the 10 PP and 2.5 Splash.

But if you aim for the "head" (cockpit) and miss you likely hit the CT.
