Honestly i'm not sure, it's been two or three years since i last playyed LL. But i would believe so, as I also agree that some things MWLL did much better.

Should you attack your lancemates with LRMs or Streaks, you would incurr the same penalty for the team damage as you do now.

in the end don't see the point you can just ask whats their loadout and if you want to know their state look at their health% for a somewhat informed idea
if they added stuff that made looking up too easy people will become lazy and less talking/teamwork will happen and a potential knock on effect people may start greifing looking at mech builds and deciding not to bother or calling them out (them try hards) sometimes ignorance is bliss

Yes, of course you can ask, but there is 60% to 80% chance you wont get an answer, especially on EU servers, where majority doesnt speak english, and even if they do, they write what they have to say, so its naive to think that ''just asking'' is what will get you important intel about your team mates as soon as possible. Also speed of information gathering in vital, especially in high tiers. Its faster to just press a button, than asking and then waiting couple of seconds for an answer, that doesn't even have to come.
Percentage tells you only amount of their entire armor value. It's very inaccurate information. For example: A mech can have 50%, and still have armor on every single part of the mech. Mech can also have 70%, and be completely cored with cherry red ct.
Also no, ignorance is not bliss. Numerical advantage is mostly key to victory, a mech with cherry red CT can still be valuable asset to the battle, especially when its weapons are intact. Now i can act, based on information, whether i should use a team mate as armor, or hes close to death and i should be the one to push/tank.

It's not a UI/HUD's job to moderate player behavior, really, and the positives far outweigh those negatives.

no i would'nt expect you to remeber everyones loadout even myself would'nt
a loadout does not decide a persons charator yes it can give you an idea of what they can do but ultimately its out of your control so i would say never assume

Yes you are correct not alot of people use comms and the language barrier will always be an issue but i have found that people using comms and asking simple yes/no questions get answer fast is it perfect no will you always get a response no but if you try (and not be salty) you may convince people to to pick up that microphone getting one person to start using a microphone is a victory for mwo and may lead to more people talking (lofty ideas i know)
gonna sound like a contradtion here but i am not too fussed about seeing a mechs health displayed mostly just the weapon systems and i should of explained this better previously
again as i have said before a loadout does not decide the charactor of a person don't assume
lastly just to be clear Seeing mechs Health/Armor i am fine will no complaints, i only have issues with seeing a persons weapons and people assuming (because people will) and get upset and the dimishing of voice comms or need of everything else go nuts

I use to just ask but then i got use to the silence of both voice coms and no typed reply. I just asume it's a lrm-er until they fire. With the new nerf to all missiles I could care less. The game is now designed to soley cater to the meta laser,guass,ppc users. missile users be damed.

Streaks would still be a no-go but one can dumb fire LRMs (aka MRM the things) against teammates to damage them now, except IS LRM would do no damage within the 180m minimum range PGI has setup. It is both funny and sad to see a IS mech do that against an enemy, and they brought no backup/close range weapons and didnt team up with with another.
